CATNB Principles of Transfer of Credit
CATNB was established in 2010 with a mandate that included the improvement of educational opportunities for New Brunswick learners through inter-institutional transfer. The Council, through its Committee of Contact Persons, has a continuing responsibility for facilitating credit transfer and prior learning assessment amongst participating post-secondary institutions. In support this responsibility, CATNB has adopted a set of principles of transfer of credit between participating member institutions.
CATNB member universities and colleges recognize the principles of transfer provided for in the following three documents:
- The Ministerial Statement on Credit Transfer in Canada, Council of Ministers of Education, Canada, 2005.
- The Memorandum of Understanding between Atlantic Canadian Universities and Community Colleges for the Encouragement of Transfer Agreements, June 2009 (which is the foundation for this document).
- The New Brunswick’s Guide to Transfer of Credits between Community Colleges and Universities, August 2000.
In accord with the principles provided in the noted documents:
CATNB member universities and colleges support the means for students to transfer between institutions as they pursue post-secondary studies and support the objective that students transferring among CATNB member universities and colleges should not have to repeat formal learning experiences.
CATNB member universities and colleges undertake to work together to ensure students receive maximum benefits from previous learning while attending member institutions.
CATNB member universities and colleges recognize that student learning contexts and experiences may differ and still be equivalent in terms of content and standards.
CATNB member universities and colleges recognize transfer credit as meaning the granting of credit by an institution to students on the basis of previous study undertaken at another institution. Accordingly, transfer credit can be in the form of:
- course-by-course equivalencies;
- unassigned subject-area credit;
- specified block credit for the completion of a specified set of course, program or credential;
- or by means of Prior Learning Assessment and Recognition (PLAR).
CATNB member universities and colleges shall undertake to provide clearly stated policies and procedures in awarding transfer credits and apply these in a consistent and transparent manner.
CATNB member universities and colleges recognize that:
- The academic integrity of individual institutions and programs will be respected, including requirements related to accreditation or licensing.
- Individual institutions retain the right to review and make determination of an applicant’s preparation for admission and appropriate transfer credit to be awarded.
- Individual institutions retain the autonomy to apply clearly stated policies and procedures related to admission and the awarding of transfer credits.
- Transfer credit may be accepted for a particular program of study or for general elective credit to the extent that such credit is permitted in the program.
- The requirements with regard to standard of grade shall be clearly stated. The number of eligible transfer credits will be subject to the requirements of the program of study at the receiving institution.
- The admission of transfer students will normally be based on the student’s prior post-secondary program of study. Required high school subject requirements may be met on the basis of post-secondary studies while at the same time be recognized for transfer credit.
